Challenge
A manufacturing facility in the University City corridor was flagged during an internal EHS audit for deteriorating stormwater infrastructure and incomplete documentation ahead of their NPDES Multi-Sector General Permit (MSGP) renewal. Fourteen catch basins showed structural defects, three outfalls had visible erosion, and the facility had no current inspection log or BMP maintenance record to submit with the permit renewal package.
Solution
- Conducted a full facility stormwater infrastructure inspection and documented all 14 catch basins, 3 outfalls, and 2 detention structures with GPS coordinates, photos, and condition ratings
- Prioritized repairs by risk level: 6 basins were immediate (structural failure or safety hazard); 8 were scheduled in a second mobilization
- Rebuilt 6 priority catch basins: new frames, grates, collars, and masonry repairs; asphalt restoration at each
- Stabilized 2 outfalls with riprap aprons and seeded bare soil with erosion control blankets
- Cleaned and inspected all 3 detention structures; removed sediment from two forebays
- Completed second mobilization for the remaining 8 basins over two days
- Delivered a formatted BMP inspection log, before/after photo record, and maintenance summary aligned with NPDES MSGP documentation requirements
Results
- Facility submitted permit renewal with a complete maintenance record — no deficiency findings
- All 14 catch basins restored to structural compliance; 2 outfalls stabilized
- EHS team received a reusable annual inspection template to maintain ongoing documentation
- Facility contracted for annual inspections and spot repairs going forward
